What the Current Rate Cases on the KY PSC Website Mean
Updated
Each entry under "Current Rate Cases" on psc.ky.gov is a formal proceeding before the Kentucky Public Service Commission — a case number tied to a specific utility asking the Commission to change what it charges customers or how it accounts for costs. The number itself is just a docket identifier; the substance is in the utility name and the case type. If you see your water or gas provider listed, it means that provider has an active matter the Commission is reviewing, and the linked case file is where the filings and eventual order live.
How to read a case number
Kentucky PSC docket numbers follow a YYYY-NNNNN pattern:
- The first four digits are the year the case was opened — so
2026-00265is a 2026 docket, while2025-00354opened in 2025. - The trailing digits are a sequential number assigned within that year. They carry no meaning about the utility or the type of request.
Two cases from the same utility in different years are separate proceedings, not a continuation of one docket.
What kinds of utilities appear
The current list is dominated by small water districts, but it also includes gas and electric utilities. From the site's current rate case list:
| Utility type | Examples from the list |
|---|---|
| Water districts and associations | Western Pulaski County Water District (2026-00265), Warren County Water District (2026-00252, 2026-00251), South Eastern Water Association (2026-00233), East Logan Water District (2026-00228) |
| Gas | Columbia Gas of Kentucky (2026-00099), Navitas KY NG, LLC (2025-00332) |
| Electric | Kentucky Power Company (2025-00257), East Kentucky Power Cooperative (2025-00208) |
| Water utility operating companies | Bluegrass Water Utility Operating Company, LLC (2025-00354), Kentucky-American Water Company (2026-00094) |
The mix matters because the review process and the customer impact differ by utility type — a water district rate adjustment and an electric utility's purchased-gas or fuel adjustment are not the same kind of filing.
What a "rate case" actually is
A rate case is the mechanism by which a regulated utility asks the PSC to approve new rates. The Commission reviews the request, takes public comment, and issues an order that either approves, modifies, or denies it. Until an order is issued, the existing rates generally remain in effect.
Some entries are not full rate cases but adjustment filings — narrower requests to true up a specific cost component. The Recent Orders list shows this distinction clearly:
- "SOUTH HOPKINS WATER DISTRICT - ALTERNATIVE RATE FILING ADJUSTMENT" (2026-00193)
- "NATURAL ENERGY UTILITY CORPORATION - PURCHASED GAS ADJUSTMENT" (2026-00042, and related dockets 2026-00096, 2026-00131, 2025-00379)
A purchased gas adjustment, for example, reconciles what a gas utility actually paid for gas against what it charged customers, rather than resetting the utility's overall rate base.
Where the documents and orders live
Each case number on the site links to that case's file. Through those links you can typically reach the filings, the procedural schedule, and — once issued — the Commission's order. The site also maintains a Recent Orders section and a More Orders archive, plus an Electronic Filing Register for parties filing documents. If something isn't available online, the site directs you to Request PSC Records.
If you want to act on a case
- To comment on a case: the site provides a "Comment on a Case" path and a public comments channel.
- To file a consumer complaint (a separate process from commenting on a rate case): call 1-800-772-4636 or file online.
A rate case comment and a consumer complaint go to different processes — use the case comment route when you want your view on a specific docket on the record, and the complaint route when you have a service or billing dispute with your utility.
