How Are KCRC and MTR Related, and Who Operates the Trains Now?

Updated

KCRC (the Kowloon–Canton Railway Corporation) owns the railway system, land and related assets, but it does not run the trains. Since 2007 it has granted a service concession to MTR Corporation Limited, which operates the railway lines. If you want train service details or fares, you need MTR's information, not KCRC's.

The two roles, separated

The relationship is best understood as a split between ownership and operation:

Role Organisation
Holds the railway system, land and assets KCRC
Operates the railway lines MTR Corporation Limited
Oversees implementation of the service concession agreement KCRC

KCRC describes itself as an asset manager: it monitors how the service concession agreement is carried out and holds the railway system and related assets. The day-to-day running of the lines sits with MTR.

What KCRC is

KCRC has a history going back more than 100 years, to when its forerunner began operating the first railway in Hong Kong in 1910. Since 1982 it has been the Kowloon–Canton Railway Corporation, a statutory public corporation wholly owned by the Government.

So KCRC is a government-owned statutory corporation, not a private operator and not a regulator in the usual sense — its current function is tied to holding assets and overseeing the concession.

Why this matters when you look for fares or timetables

Because operation was handed to MTR, KCRC's own site does not present itself as the place to plan a journey. Its "Train Service and Fares" section directs readers elsewhere: for details of train services and fares on the railway lines operated by MTR Corporation Limited, it points to MTR.

Practical consequence:

  • Looking for a timetable, route or fare → use MTR's channels.
  • Looking for corporate, asset-holding or concession-related information → kcrc.com is the relevant source.

A quick way to remember it

Think of KCRC as the landlord and asset holder, and MTR as the operator running the service under a concession granted in 2007. The passenger-facing side — trains, services and fares — belongs to MTR; the ownership and oversight side belongs to KCRC.
